Kirsten Carroll joined Civic Consulting Alliance in July 2018 as an Associate Principal, and was promoted to Principal in February 2021.

Prior to joining CCA, she worked for 12 years at the Civic Committee of the Commercial Club of Chicago, most recently as its Vice-President of Policy. Her work with the Civic Committee’s Tax Policy Task Force culminated in the publication of the 2017 report, Bringing Illinois Back: A Framework for Our Future, which provides a comprehensive, long-term plan for restoring Illinois’ fiscal integrity and its reputation among investors.

During her tenure with the Civic Committee, she spearheaded a number of state finance policy initiatives, including public pension reform efforts, and managed the Veterans Working Group, a coalition of 50 of Chicagoland’s largest employers who implement best practices in veteran recruitment, hiring and retention.

Before transitioning to the non-profit sector, Kirsten was a management consultant at McKinsey & Company and Bain & Company.

Kirsten holds a master’s degree in public policy from the University of Chicago, as well as an MBA from the Booth School of Business. She earned her bachelor’s degree from Harvard University with a joint concentration in Economics and Government.
